The report was prepared to complete a Report of Waste
Discharge submitted as part of the application for Waste Discharge Requirements.
The Assessment describes installation of four groundwater monitoring wells designed to characterize
shallow groundwater quality both upgradient and downgradient of the facility. The Assessment reported
an unexpected trend in groundwater quality; the well located upgradient of all waste application areas
Possessed groundwater of poorer quality than wells located downgradient of wastewater application
areas. Before staff prepares tentative WDRs, confirmation of groundwater quality conditions is needed.
By 27 April 2006, please submit a groundwater monitoring sample event report for the facility. All the
wells shall be sampled in this event. Please test the samples for the same analytes presented in Table 5
of the Assessment.
Appendix E presents the Monitoring Well Sampling Logs; staff has noticed that the wells are being
purged of only the volume of water within the well casing (approximately 0.51 gallons for each foot of
groundwater that existed in the well). Please increase the purge volume to include the volume of
groundwater in the sand pack plus the well casing. For a two-inch diameter well casing installed in an
eight-inch soil boring, approximately 2.6 gallons should be purged for each foot of groundwater that
exists in the well.
If you have any questions on this information please telephone me at (916)464-4616.
TIMOTH O'BRIEN
Waste Discharge to Land Unit
cc: Mike Huggins, San Joaquin County Environmental Health Department, Stockton
Joe Zilles, P.G., Meinfelder, Stockton
California Environmental Protection Agency
w:w de.nWn mnymmcai sMen YMN 22 kbdoc :eRecycled Paper
