EI Dorado Street <br /> Stockton, California 95202 <br /> REMEDIAL DESIGN AND IMPLEMENTATION PLAN , NORTH SHORE PARCELS, <br /> STOCKTON, CALIFORNIA <br /> Dear Mr. Lewis: <br /> The Department of Toxic Substances Control (DTSC) has reviewed the document titled <br /> Remedial Design and Implementation Plan, North Shore Parcels, Stockton, California <br /> (RDIP) dated January 29, 2004. The RDIP was submitted by Treadwell & Rollo on <br /> behalf of the City of Stockton, City Manager's office. The Draft RDIP proposes the <br /> design and implementation of site activities that will achieve the approved cleanup goals <br /> identified in the Final Remedial Action Plan (RAP) for the site. DTSC has prepared final <br /> comments on the RDIP. Technical comments by DTSC's Geological Services Unit are <br /> provided in the enclosed memorandum. <br /> General Comments) <br /> • A section should be included in the RDIP that addresses abandonment of <br /> monitoring wells. This section should include: 1) Identifying what requirements <br /> will be complied with for the abandonment of the monitoring wells; 2) Identifying <br /> specific monitoring wells planned for abandonment; and, 3) Identifying that <br /> concurrence from the Regional Water Quality Control Board (RWQCB) and <br /> DTSC is required prior to abandonment of the monitoring wells. <br /> Section 1.0, Introduction <br /> • Is there a formal agreement with the RWQCB for oversight of underground fuel <br /> tank impacts to groundwater?
