E1 Dorado Street, Suite 200 <br /> Stockton, CA 95202 <br /> Re; North Eborg « + � whore Develooment Areas <br /> Dear Mr. Sivell: <br /> As we have progressed through our attempts to obtain closure of <br /> several brownfield sites in Stockton, we have been consistently <br /> confronted with Obstacles. our perception is that one of the <br /> most serious obstacles is the lack of a coordinated brownfields <br /> unit at CalEPA. This has proven to be a problem at many other <br /> Brownfield sites throughout the state. Accordingly, we Propose <br /> the establishment of a brownfields response unit with CalEPA. <br /> Features of the brownfields response unit include: <br /> 1. A staff specifically assigned to brownfield projects <br /> which have been earmarked for participation in the <br /> brownfields response unit pilot project; <br /> 2. The staff would include a project manager, an attorney, <br /> a toxicologist, a geologist, a hydrogeologist, and any <br /> other staff deemed necessary for a particular project; <br /> 3. All staff assigned to the brownfields response unit <br /> will be trained as to implementation of the brownfields <br /> initiatives implemented by CalEPA including, but not <br /> limited to, the polanco Redevelopment Act, the <br /> Expedited Remedial Action Program, and prospective <br /> purchaser agreements; <br />
