Site Code: 2005 <br /> 848 W Fremont St. <br /> Stockton CA 95203 <br /> San Joaquin County Public Health Services,Environmental Health Division(PHS/EHD) has received <br /> and reviewed"Mass Balance For Remaining TPH-g"report dated April 2, 1999 prepared by Apex <br /> Envirotech, Inc. (Apex). The report calculated the total mass of Total Petroleum Hydrocarbon as <br /> gasoline(TPH-g) remaining in the soil to be 3.77 pounds and in the groundwater 0.21 pound in the area <br /> of the former underground storage tank(UST). In a telephone conversation with your consultant on <br /> April 9, 1999, PHS/EHD staff discussed the estimated values and the rationalization of certain <br /> computational steps used in the mass balance calculation. PHS/EHD also inquired if the proposed <br /> remediation using Oxygen Releasing Compound(ORC) is still appropriate given the small quantity of <br /> petroleum contamination calculated in the report. Apex personnel stated they will review the mass <br /> balance calculation, or supply rationalization for the necessity of ORC remediation- The"Workplan <br /> for Pilot Test and Feasibility Analysis" dated September 28, 1998 is not approved at this time. <br /> On April 9, 1999 Central Valley Regional Water Quality Control Board(CVRWQCB) staff indicated <br /> they would not concur with a closure request. MW-3 is located east of the former UST. Analytical <br /> results of the water samples collected from MW-3 have historically indicated the presence of TPH-g, <br /> aromatic hydrocarbons as benzene, toluene,ethyl-benzene, and total xylenes (BTEX), and methyl tert- <br /> butyl ether (MTBE). There is no soil or groundwater investigation eastward beyond MW-3. The extent <br /> of the contamination has not been defined east of the former UST.
