Site Code: 2005
848 W Fremont St.
Stockton CA 95203
San Joaquin County Public Health Services, Environmental Health Division
(PHS/EHD) has reviewed "Fourth Quarter 1998 Groundwater Monitoring Report
Colberg Boat Works" dated November 12, 1998 and "Workplan for Pilot Test and
Feasibility Analysis" dated September 28, 1998 prepared by Apex Envirotech,
Inc. (Apex).
The analytical results of the groundwater sample from Monitoring Well 3 (MW) in
the former underground storage tank (UST) area were 2,200 parts per billion
(ppb) Total Petroleum Hydrocarbons as Gasoline (TPH-g), 370 ppb Benzene,
270 ppb Toluene, 120 ppb ethyl-benzene, 300 ppb xylenes, and 30 ppb methyl
tent-butyl ether (MTBE). TPH-g, BTEX, and MTBE were not detected in
groundwater samples of MW1 and MW2. MW4, MW5, and MW6 were not
monitored.
Apex proposed in the above-referenced work plan a pilot test to determine the
feasibility of oxygen release compound (ORC) as a remediation alternative at the
site by installing ORC "sock" in MW3. Two to three quarters of monitoring well
sampling will determine the effectiveness of the ORC.
PHS/EHD requests the following addendum to the work plan:
1) Baseline parameters should be established for MW1 and MW3 by measuring/
analyzing the groundwater from each well for dissolved oxygen (DO) level,
heterotrophic plate count, phosphate, ammonia nitrogen, chemical oxygen
demand (COD), and biological oxygen demand (BOD) prior to ORC injection.
Microbial population and rate limiting components for biodegradation activity
must first be determined to evaluate the feasibility of ORC remediation. Also
DO levels should be measured at each quarterly monitoring well sampling
event.
A Division of San Joaquin Counry Healrh Care Services
