r <br /> ' I <br /> ' iM <br /> 4. 1 <br /> PRIOR USE OF REMOVED UST: <br /> The year that Mr. George Lechich acquired the property is not known, but records from <br /> the City of Stockton Building Department show that, a permit was granted for the <br /> construction of a tilt-up concrete warehouse on April 21, 1961. According to EXHIBIT C <br /> the age of the removed UST was twenty-eight (28) years; therefore it would have been <br /> installed at the site sometime in 1960. It contained leaded gasoline which was used by <br /> Valley Showcase vehicles. The UST was removed from the site-on February 11, 1988. <br /> SUMMARY OF PRIOR WQRK: <br /> r , <br />° On January 5, 1988, Mr. George Lucas dba Valley Showcase signed an administrative <br /> t 3 hearing agreement with San Joaquin Local Health District (EXHIBIT A) to submit a <br /> closure plan for the UST on or before February 5, 1988. On January 19, 1988, Jim Thorpe <br /> Oil, Inc. filed an application with the SJLHD for the removal of the 500 gallon underground <br /> a storage tank from the site. This application was approved on February 9, 1988, the UST <br /> was removed February 11, 1988, (refer to EXHIBIT B) and a soil sample taken at a depth <br /> of thirteen (13) feet at the western end of the pit excavation (PLATE VII). Mr. W.R. <br /> Snavely, from the SJLHD witnessed the tank removal and soil sampling and noted on <br /> EXHIBIT D that there was a small hole next to the bottom bung on the tank and that the <br /> soil sample taken at a depth of thirteen (13) feet, maximum depth of the backhoe, had a <br /> petroleum odor and grey coloration. No groundwater was encountered to this depth. The <br /> soil sample taken from the bucket of the backhoe was taken by Joel Willis Graham, from <br /> Canonie Environmental Services Corp., and delivered to the laboratory by proper. chain of <br /># . custody for analysis of BTX and TPH using methods approved by the local regulating <br /> agency (EXHIBIT F). The laboratory results reported Benzene non-detect, Toluene 150 <br /> ppm, Xylene 370 ppm, and TPH 1000 ppm. <br /> Due to the indicated contamination during sampling, Mr. Bill Snavely from the SJLHD <br /> filed a notification. of hazardous waste discharge requiring further site assessment to 1 <br /> determine the nature and extent of contamination (EXHIBIT E). EXHIBIT G shows the <br /> i final destination and use of the 500 gallon UST which was removed from the site. <br /> WORK PLAN FOR INVESTIGATING THE EXTENT OF <br /> SOIL AND GROUNDWATER CONTAMINATION_AT VALLEY SHOWCASE, <br /> 921 WEST FREMONT STREET ST CKTON CALIFORNIA <br /> NOTES: <br /> j 1. If the work plan is approved as submitted, one (1) of the monitoring wells (MW- <br /> 3) will be located outside of the property boundary on the sidewalk along the east <br /> side of Stockton Street. It will be necessary to obtain an encroachment permit from <br /> the City of Stockton, Public Works Department. <br /> 2.
