Some agricultural <br /> areas are and have been irrigated with delta water, or water from <br /> Woodbridge Irrigation District. Development of such areas will <br /> further impact the groundwater basin. <br /> Continued growth without supplemental surface water will increase <br /> the 70,000± AFA overdraft. <br /> SEWD has been working to obtain a supplemental supply of surface <br /> water. The District contracted with the USSR in December 1983 for <br /> 75,000 AFA of New Melones water, and has been attempting since then <br /> to construct the 40± mile conveyance system needed to bring the <br /> water to Stockton. <br /> A conveyance system has been designed, and is ready for <br /> construction. The system, estimated to cost $44 million, includes <br /> the following elements; 14 feet diameter by 17,000 lineal feet <br /> tunnel from Goodwin Reservoir on the St.anislaus River, 18± miles of <br /> canal, 16± miles of improvement to natural streams, and expansion <br /> of the water treatment plant. <br /> Construction of the tunnel has been delayed by eminent domain <br /> litigation over access to the proposed tunnel inlet area. An Order <br /> For possession has been granted to SEWD for construction of the <br /> tunnel. Construction is expected to commence during 1989. <br /> A bond issue required for financing the project will be undertaken <br /> by SEWD as soon as the City of Stockton and the San Joaquin County <br /> Board of Supervisors have approved the final details of the <br /> financing plan. <br /> The financing plan envisions collection of a development fee to fund <br /> new development's share of the project cost.
