Ms. patty Fox - SU-90-18 (Tract No. 2380) Page 2
Although development of agricultural land for urban purposes does
not generally increase water demands (one acre of land uses 3± AFA
whether farmed or developed for medium density residential
purposes) , substantial areas proposed for development have been
using surface water not available for urban use. Some agricultural
areas are and have been irrigated with delta water, or water from
Woodbridge Irrigation District. Development of such areas will
further impact the groundwater basin.
Continued growth without supplemental surface water will increase
the 70,000± AFA overdraft.
SEWD has been working to obtain a supplemental supply of surface
water. The District contracted with the USSR in December 1983 for
75,000 AFA of New Melones water, and has been attempting since then
to construct the 40± mile conveyance system needed to bring the
water to Stockton.
A conveyance system has been designed, and is ready for
construction. The system, estimated to cost $44 million, includes
the following elements; 14 feet diameter by 17,000 lineal feet
tunnel from Goodwin Reservoir on the St.anislaus River, 18± miles of
canal, 16± miles of improvement to natural streams, and expansion
of the water treatment plant.
Construction of the tunnel has been delayed by eminent domain
litigation over access to the proposed tunnel inlet area. An Order
For possession has been granted to SEWD for construction of the
tunnel. Construction is expected to commence during 1989.
A bond issue required for financing the project will be undertaken
by SEWD as soon as the City of Stockton and the San Joaquin County
Board of Supervisors have approved the final details of the
financing plan.
The financing plan envisions collection of a development fee to fund
new development's share of the project cost. This share has been
generally accepted to be $25 million.
SEWD, the City of Stockton, San Joaquin County, and California Water
C y e currently working to determine the details for
ew meet's yment of its $25 million cost share.
V t s
TE ANI
r
jh
FOX
