GP-98-6, AND <br /> ZONE RECLASSIFICATION APPLICATION NO. ZR-00-6 OF JAMES KJENSRUD <br /> (FIFTH SUPERVISORIAL DISTRICT) <br /> IT IS RECOMMENDED: <br /> That the Board of Supervisors: <br /> 1. Approve the Negative Declaration; <br /> 2. Adopt a Motion of Intent to approve General Plan Amendment Application No. GP-98-6 <br /> based on the ability to make the required Basis for General Plan Amendment <br /> (Attachment "A"); and <br /> 3. Adont a Motion of Intent to approve Zone Reclassification Application No. ZR-00-5 <br /> based on iiia ability to make the required Bases for Zone Reclassification (Attachment <br /> °B„). <br /> BACKGROUND: <br /> This is a General Plan Amendment to change the Rural Residential General Plan (R/R) designation of a <br /> one-acre site to Limited Industrial (I/L) and a Zone Reclassification to change the zone from Rural <br /> Residential (R-R)to Warehouse (I-W). <br /> On January 27, 1983, the County issued a business license for "Ag. Related Machine Shop Work” at this <br /> site. On April 6, 1987, the Community Development Department approved a Home Occupation permit <br /> for a machine and welding shop. As an ordinance requirement, the use was limited to 250 square feet <br /> with no outdoor storage. At that time the site was zoned GA-10 (General Agriculture). The Home <br /> Occupation supercedes the previous business license. On November 3, 1987, the General Plan <br /> designation was changed to R/R, and the zone was changed to RR-65. <br /> The Community Development Department cited the owner in 1997 for adding on to the welding shop <br /> without the required permits. The Community Development Department opened an Enforcement File in <br /> 1998. The business license for the Home Occupation/welding shop expired on April 20, 1999. If <br /> approved, the I-W zone will allow the owner to apply for a Use Permit application to establish a welding <br /> shop (use type: General Industrial, Intermediate) and bring the facility into compliance. <br /> BOS LETTER PAGE 1 <br />
