APT, July 2 , 1992 <br /> °LANNING DIVISION <br /> Chandler Martin <br /> San Joaquin County <br /> Planning Division <br /> 1810 East Hazelton Ave. <br /> Stockton, CA 95205 <br /> RE: Application No. DC-92-3 <br /> We do not believe this is an appropriate use in an ag <br /> zone and are opposed to the application as submitted for <br /> the reasons listed below. <br /> The San Joaquin County zoning ordinance Chapter 15 <br /> Section 9-2280 states the intent of dwelling clusters is to <br /> encourage developers to be more creative in land development <br /> and to provide a means of developing difficult sites . This <br /> certainly is creative but this is not a difficult site to <br /> develop. To develop it properly requires installation of <br /> additional irrigation facilities, roads to county standards <br /> etc . The developer has demonstrated a reluctance to do this <br /> in the past. <br /> After plotting the proposed road and house locations on <br /> an aerial, it looks like an attempt to circumvent filing a <br /> subdivision map and meeting the requirements of a <br /> subdivision. See enclosed aerial with red lines showing <br /> potential property lines , making eight 10 acre parcels . Mr. <br /> Pringle may or may not plan to split this parcel in the <br /> future. However, accepting this application provides the <br /> opportunity. <br /> In addition to our concerns of circumventing the <br /> process, the west 50 acres of the property irrigates to the <br /> north from the O.I .D. Chappel Pipeline, see attached aerial . <br /> The addition of an additional house as proposed in this area <br /> will further impede the irrigation. No facilities have been <br /> installed to get irrigation water around the two existing <br /> houses .
