HEALTH AND SAFETY PLAN
PROBLEM ASSESSMENT REPORT
1.0 SUMMARY
The project site is ...eloped vacant lot situated on the
northeast corner :alifornia. Formerly, the
subject property was developed as a 3eLvLue Station facility. The
facility consisted of a service station uuLLaing and canopy, underground fuel and
waste oil storage tanks, product and vent piping, dispenser islands, planter beds
and surface pavement.
. informed us that the service station facility was demolished
in August or 1989, and that the underground tar" - )duct piping were removed
at the time. Prior to the site demolition, -etained EA Engineering,
Science, and Technology, Inc. (EA) to conduct a soil vapor survey. A report was
issued which identified three underground tanks which were abandoned in place
with sand and water. Also a cluster of three active underground tanks was
identified at a separate location on the subject property.
Several additional environmental investigations were performed at the
subject site. Petroleum hydrocarbons were found to be present in the contents
of the abandoned tanks that were removed in June 1989. Contamination was also
reported to exist in subsoils beneath one of the abandoned in-place tanks,
beneath the southern dispenser island, and product piping associated with the
southern dispenser island.
Dames & Moore conducted a preliminary site characterization at the subject
property which included performance of exploratory soil borings, subsoil
sampling, installation of five groundwater monitoring wells, and chemical
analysis of subsoil and groundwater samples.
Dames & Moore found concentrations of petroleum hydrocarbons is subsoils
ranging from non-detected to 640 parts per million (ppm) and concentrations in
groundwater ranging from non-detected to 500 parts per billion (ppb) , with only
one detection of benzene at 2 ppb.
W The purpose of this investigation is to evaluate the subsurface
hydrocarbons in subsoil and groundwater at the subject property in accordance
with the criteria specified in the Regional Board Staff Recommendations for
v
CHEVMERC.H50 1
v
V
