SAN.-JOAQUIN Environmental Health Department <br /> '61 '` t COUNTY Kasey Foley, REHS, Interim Director <br /> \\�_ P rows here. <br /> Greatness g O PROGRAM COORDINATORS <br /> CD <br /> Robert McClellon,REHS <br /> Jeff Carruesco,REHS, RDI <br /> Willy Ng,REHS <br /> Muniappa Naidu, REHS <br /> Michael Kith, REHS <br /> Melissa Nissim, REHS <br /> December 16, 2019 <br /> Jaspal Randhawa <br /> 17454 Von Sosten Road <br /> Tracy, Ca 95304 <br /> RE: Soil Suitability/Nitrate Loading Study <br /> 17454 Von Sosten Road, Tracy <br /> APN 209-460-10, SR0081254 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate <br /> Loading (SSNL) Study, conducted by AdvancedGeo Environmental, dated August 30, 2019 and its addendum <br /> dated November 4, 2019, for the above noted location, and has the following comments for your <br /> consideration. <br /> The SSNL Study was prepared to determine the suitability of the above noted parcel for onsite wastewater <br /> treatment system (OWTS) usage and the potential impact of nitrate to groundwater for existing 2,100 square <br /> foot four-bedroom single family dwelling and a proposed 1,500 square foot two-bedroom second unit dwelling <br /> on a 1.67 acres parcel. <br /> The estimated nitrate loading from this existing and proposed usage shows a potential for nitrate impact to <br /> groundwater above water quality objectives. According to SSNL Study, the estimated nitrate loading from this <br /> existing and proposed OWTS usage is 17.98 mg/L-N; it is above the water quality objective of 10 mg/L-N. <br /> Based on the information provided, the EHD can make the following findings: <br /> 1. The SSNL Study supports the suitability for OWTS usage with the following conditions: <br /> a. The potential impact of the Nitrate to ground water shall be mitigated. OWTS shall utilize <br /> supplemental treatment and meet performance requirements in Section 10.9 of Regional <br /> Water Quality Control Boards OWTS Policy (Boards Policy). <br /> b. A Registered Civil Engineer shall submit complete engineered design plan to EHD for approval <br /> prior to issuance of building permit. Fee will be based on the current fee schedule at time of <br /> payment. <br /> c. The OWTS shall have a minimum distance of 5 feet from the bottom of dispersal system to <br /> groundwater. <br /> d. Annual permit is required. Fee for annual operating permit is due at time of OWTS permit <br /> application. <br /> e. To monitor the effectiveness of the supplemental treatment system, quarterly sampling of the <br /> effluent and under leach field is required. The first sampling shall be done six (6) months after <br /> the OWTS installation. Sampling results shall be submitted to EHD for review. The EHD may <br /> reduce the sampling frequency after one year of sampling. <br /> 2. The site map for the building permit for the second unit dwelling must be drawn to scale and must <br /> indicate that the parcel can accommodate the OWTS and 100% replacement area within the required <br /> 1868 E.
