V r <br /> �- 1.0 Introduction <br /> IT Corporation has prepared this report on behalf of Pacific Gas and Electric Company <br /> (Company) to document excavation, sampling and disposal of soil containing total petroleum <br /> hydrocarbons (TPH) encountered during upgrading of product delivery lines and dispensers at <br /> the Company's Stockton Service Center, 4040 West Lane, Stockton, California(Figure 1). <br /> `' i.t Background <br /> The storage and dispensing system for unleaded gasoline and diesel storage tanks, manufactured <br /> by Buffalo Hide m, are each 10,000 gallons in capacity. They are both constructed of double- <br /> wall steel, and their exterior surfaces are coated with a protective barrier of fiberglass- <br /> impregnated plastic resin. A piping sump is mounted on top of each tank. Each of the piping <br /> sumps houses a submersible turbine pump that delivers fuel under pressure through underground <br /> piping to island-mounted dispensers. The primary fuel piping is 2-inch nominal diameter, and <br /> the secondary containment piping is 3-inch nominal diameter. The diesel product piping <br /> measures approximately 70 feet in length. The gasoline product piping measures approximately <br /> V <br /> 110 feet in length. The diesel tank, piping, island, and dispenser are located in the southern part <br /> of the dispensing area (Figure 2). The gasoline tank, piping, island, and dispenser are located to <br /> the north. The islands are separated by approximately 45 feet. The original fiberglass piping <br /> sumps were manufactured by Buffalo Hide. The original piping was Red ThreadT'" double-wall <br /> fiberglass manufactured by A. O. Smith. <br /> 1.2 Previous Work <br /> V <br /> The former product delivery lines were removed under a closure plan approved by San Joaquin <br /> County Public Health Services,Environmental Health Division. During the upgrade, the original <br /> V <br /> fiberglass piping sumps were replaced with new fiberglass sumps manufactured by Phil-TiteTM. <br /> Although the original piping appeared to be intact, except for a leak found in the primary diesel <br /> line, it was replaced in its entirety. The replacement piping is A. O. Smith Red Thread RTM. <br /> On November 20, 2000, Twining Laboratories, Inc. (Twining) collected seven soil samples from <br /> V <br /> the area around the product dispensers and delivery lines and one composite sample from the soil <br /> stockpile. The Twining report is included as Appendix A. Twining analyzed the soil samples <br /> V <br /> for total petroleum hydrocarbons as gasoline and diesel (TPHG and TPHD, respectively)using <br /> gas chromatography/flame ionization detection, benzene, toluene, ethylbenzene, and total <br /> xylenes (BTEX) and methyl tert butyl ether(MTBE) using U.S. Environmental Protection <br /> SacDP-\\SACRFPACOMMOMracDA2ooi\PRAPJ81821924.1..d. —q <br /> 411JVr 1 <br /> V <br />
