Pacific Gas and
& Electric Company
f Environmental Support 77 Beale Street
and Services San Francisco,CA 94105
Mailing Address
`r P.Q.Box 7640
 San Francisco,CA 94120
415.973.7000
January 30, 2004 ,
Mr. Nuel Henderson
San Joaquin County Environmental Health Department i
304 East Weber Avenue, Third Floor
Stockton, CA 95202-2708
Subject: Workplan, Soil Investigation Near Two Fuel Dispensers, Stockton Service Center,
4040 West Lane, Stockton,California
ffDear Mr. Henderson:
 L
Enclosed is a copy of the subject workplan prepared by Pacific Gas and Electric Company
(PG&E)Technical and Ecological Services. This Workplan was prepared in response to a Notice
of Responsibility(NOR) letter dated November-14, 2003 from your department notifying PG&E
that the site has been placed in the Local Oversight Program. That letter was prompted by the
results of soil sampling and analysis during the October 2003 dispenser upgrade and waste oil
underground storage tank(WOT)piping upgrade.
The two WOT piping soil samples did not contain elevated levels of metals or volatile organic
compounds (VOCs). Therefore, the workplan does not include any proposed further investigative
work in this area. The diesel dispenser soil-sample contained an elevated level of diesel (140
ppm), and the soil sample from beneath the eastem'gasoline dispenser contained an elevated level
of MTBE(1.5 ppm).
PG&E proposes to advance two soil probes, one near the diesel dispenser and one near the
eastern gasoline dispenser, and collect soil samples for chemical analysis. The purpose of the F r
investigation is to assess the vertical and lateral extent of hydrocarbon-affected soil near the two
dispensers.
Please contact me at 415.973.3773 or RMGO@pge.com if you have any questions about this
workplan.
ROBERT GRAY
Senior Environmental Scientist
Enclosures
i
