Pacific Gas and Environmental Services IM, Electric Company. 1108 Murphys Grade Rd Angels Camp,CA 95204 RECEIVED October 13, 2014 OCT 15 2014 San Joaquin County Environmental Health Department ENVIRONMENTAL HEALTH 1868 East Hazelton Avenue DEPARTMENT Stockton, CA 95205 Ms.Zareef, Pacific Gas and Electric Company has a very robust waste management system that provides waste management from generation to disposal.The waste determination process begins with Waste Profile Progression - Responsibility for Determination ENV-4000P-01-JA12 job aid(attachment 7). When a new waste is generated,and needs to be disposed an Environmental Field Specialist follows the steps listed in the job aid and works with our profiling Subject Matter Expert on waste disposal options. During your inspection you noted 4 waste streams that were shipped or going to be shipped as non-hazardous.All four of those waste streams were properly characterized using either Generator Knowledge or direct testing. 1- Non Hazardous Waste Solid (Dry Imagers/Toners) PG&E shipped this waste under profile number 492218-03 (attached).This determination was made by looking at the toner/ink cartridges shipped from or facilities. MSDS's (attachments 1-2-3-4) were reviewed. Upon review it was determined that generator knowledge could be used to determine waste classification.The majority of volume for this waste is plastic and metal as most the cartridges are empty of their contents. 2- Non Hazardous Waste Solid (Non PCB Ballasts) PG&E shipped this waste under profile 492196-03 (attached). This determination was made with generator knowledge.The ballast is mainly made up of metal with some plastics. Most manufactures do not have MSDS for these products(attachment-5).There are a couple small electronic devices in most ballast.With our profile the waste is sent to GEMS in Rancho Cordova and then shipped to Electronic Recyclers International in Fresno were it is recycled.Only PCB containing light ballast would be considered hazardous waste. Non-PCB light ballasts are manufactured after 1979 and are usually marked as non-PCB either on the ballast or the label. 3- Non Hazardous Waste Solid (Fiber Cable) PG&E shipped this waste out on profile 492190-03 (attached).This determination was made with generator knowledge.The cable is made up of a plastic/PVC outer protective coating,then in some cases there is a fabric type/metal conductor shielding layer, and lastly the metal or fiber conductors.The fabric matrix has been tested in the past and sometimes contains non-friable asbestos.Therefore PG&E sends that kind of communication/operating wire on Profile 492190-03 as Non-Friable Asbestos.
