Box 388 ENVIRONMENTAL rtltP.! i H <br />Stockton, CA 95201 PERMIT/ SERVICtS <br />Re: Spill on Jacktone Rd 1/2 mile North of HWY 4 near Stockton <br />Dear Mr. Mc Clellon: <br />Per our phone conversation, I am enclosing documentation of a non -PCB spill which occurred on <br />December 27, 1995 in the above referenced location. Upon further questioning, our crew which <br />responded to this spill, confirmed that their had indeed been a release of oil from the transformer. <br />The oil was non -PCB based upon the laboratory analytical report which I have attached. Please <br />note that this lab report also has the serial number of the transformer from this location. The <br />crew subforemen also agreed that all of the oil was released from the transformer when they <br />discovered it. This particular unit would hold between 30-35 gallons of oil. The crew personnel <br />also indicated that no evidence of any spilled oil was visible when they arrived at the site. They <br />speculate that the heavy rains, which also caused the pole to fall, washed away all of the spilled <br />oil. The oil would have been carried to an irrigation ditch alongside the property. Running <br />water in the ditch would have carried away all evidence of the oil. I have also enclosed copies of <br />some Polaroid pictures of the site to show that there was no visible evidence of oil on the site. <br />Notifications were made to your office by Chuck Hanks of our Stockton Service Center on <br />December 28, 1995. He spoke with Art Bentley and Mary Shanks at approximately 3:30 P.M. <br />Documentation of the spill includes a copy of our spill report for the incident, a copy of the <br />shipping paper used to transport the leaking transformer back to our service center in Stockton, <br />and the lab report mentioned above. No waste was generated at the location other than some <br />non -contaminated tree branches that were disposed of as trash.
