1. OVERVIEW The purpose of the Facility Environmental Emergency Plan is to provide the procedures and other directives to be carried out in the event of fire, explosion, earthquake, accidental release of hazardous materials or waste, or any other similar emergency. When such an emergency occurs, the Plan will be implemented by the Facility Emergency Coordinator. This plan is designed to minimize hazards to human health and the environment from any unplanned release of hazardous substances and/or wastes into the air, soil, or water, and has been prepared in accordance with state and federal regulations as set forth in 40 CFR Part 265 and Titles 19 and 22 of the California Code of Regulations. Emergency Coordinator The Facility Emergency Coordinator is the one PG&E employee at the facility who is responsible for coordinating all emergency response measures. The Emergency Coordinator is available at all times, either at the facility or on an on-call basis. Each facility has one primary Emergency Coordinator and one or more alternates. They are thoroughly trained and familiar with: 1 . all aspects of the facility's Environmental Emergency Plan 2. all operations and activities at the facility 3. the location and characteristics of hazardous substance(s) 4. the location(s) of inventory and emergency equipment records within the facility 5. the facility layout 6. the location of all emergency equipment In addition, the Emergency Coordinator has the authority to commit the resources necessary to carry out the Facility Environmental Emergency Plan. See Section 7 for a more detailed discussion of Emergency Coordinator responsibilities. Changes and Amendments to the Facility Environmental Emergency Plan The appropriate Sections of the Plan will be revised under any of the following conditions: 1. The applicable regulations are revised. 2. The plan is deemed inadequate or fails in an emergency. 3. The facility changes in its design, construction, operation, or maintenance such that it changes the responses necessary in an emergency.
