5J. EMERGENCY EXCAVATION AT MANUFACTURED GAS PLANT SITES <br />1. Notify the supervisor on call and the Facility Emergency Coordinator or <br />Alternate. <br />2. Notify the Environmental Services Department (Gas Plant Project) and <br />Safety, Health and Claims: <br />Environmental Services: Robert C. Doss <br />(415) 972-7601 <br />or <br />Victor C. Furtado <br />(415) 972-7746 <br />Safety, Health, and Claims: Marcia Dunham <br />(415) 972-2300 <br />or <br />M. David Gidley <br />(415) 972-1946 <br />3. Refer to the Company's Excavation Guidelines for Manufactured Gas Plant <br />Sites, which is available from your Environmental Coordinator. This <br />response procedure summarizes these guidelines. <br />4. The Facility Emergency Coordinator or the facility supervisor must remain <br />on-site to supervise the work and to ensure the excavation guidelines are <br />being followed. <br />5. Try to isolate the affected area and order all personnel not involved with <br />the incident to leave the area. <br />6. If excavated soils are to be temporarily stockpiled on-site, place soils <br />in a secured area of the facility. Isolate the stockpile by a barrier and <br />cover securely with a waterproof tarp. <br />7. Treat excavated soils as a hazardous waste unless the residue has been <br />tested and determined to be non -hazardous. <br />8. Try to prevent water runoff from leaving the facility or from entering a <br />water body. <br />a. Use existing runoff control measures if appropriate. <br />b. If feasible, check with the local sanitation district for discharge <br />requirements or divert flow to a sanitary sewer system. <br />c. Contain water runoff in leak -proof containers or storage tanks. <br />5-32 <br />
