2. Alternate Facility Emergency Coordinators <br />In addition to the Primary Facility Emergency Coordinator, there are several <br />alternate people who are responsible for coordinating emergency response <br />measures at the facility. <br />The Alternate Facility Emergency Coordinators will coordinate with the <br />Primary Facility Emergency Coordinator or act on his/her behalf. The <br />Alternate Facility Emergency Coordinators are familiar with all aspects of the <br />facility's contingency plan, all operations and activities at the facility, the <br />location(s) of all applicable emergency response records for the facility, and <br />the facility layout. These people have the authority to commit the necessary <br />resources needed to carry out the contingency plan and the responsibility to <br />respond to the emergency as described in Section 5, Emergency Response <br />Procedures. <br />3. Employee at the Scene <br />The responsibilities of an employee arriving at the scene of a fire, explosion, <br />or spill are: <br />a. To immediately report the emergency to an Emergency Coordinator. <br />b. To provide the following information to the Emergency Coordinator: <br />1 ) Caller's name, telephone number, identification. <br />2) Location and type of emergency. <br />3) Source of spill, if known. <br />c. To remain at the scene to prevent other people or vehicles from entering <br />the emergency area until relieved by the Emergency Coordinator. <br />Barricade the area, if possible. <br />d. To initiate action to stop the source of the spill, if possible. <br />4. Hazardous Materials/Waste Coordinator <br />The responsibility of the Hazardous Materials/Waste Coordinator is to ensure <br />that waste and debris are disposed of according to applicable state and <br />federal regulations. <br />7-3 <br />
