Therefore, a negative declaration is
appropriate from an air quality perspective. However, the construction phase of this
project can generate emission from the movement of soil, use of heavy equipment, bulk
materials handling, asphalt paving and other related activities. As a result, this project
is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of
Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into
the ambient air from man-made sources. The attached Synopsis highlights many of the
requirements contained within Regulation VIII. The Synopsis is not meant to be all
inclusive, but it can be a useful compliance aid in the field and office alike.
Thank you for the opportunity to comment. If you have any questions, please feel free
to contact me at (209) 545-7000.
Sincerely,
Tracy Roemer/ ettencourt
Environmsnt"al Planner APCD REF#980506
Northern Region
David L.
