Addendum to Surface and Subsurface Contamination Report ECF0 V U
DD
for
19730 N. Windwood Drive, Woodbridge, California JAN 0 6 2005
SAN COUNTY
3.0 SITE DESCRIPTION ENV RONMENQTAL HEALTH DEPT,
• Site background and historical
From reviewing the aerial photographs from 1993 the site was in agricultural
production. According to the current owner(Norman)the site was purchased by
her grandfather in 1910 and has been in agricultural production for over 90 years
prior to development in the area. Residential development to the south and east
of the site has been happening for the past several years. Most of the adjacent
parcels to the north and west of the site are in the Williamson Act which is a
property tax reduction program for agricultural preservation. The ASTM Standard
only requires a ownership search back for 50 years.
• Physical characteristics of the site
The site consists of a proposed eleven(11)acre re-zoned portion of a 19.670 acre
undeveloped agricultural parcel (APN: 015-020-61). The parcel has been in
vineyard until after 1993. The land is level at an elevation of about 35 feet. The
remaining portion will be separated as a parcel and used by the sewer district under
the current lease. The location of the sewer district percolation ponds to the direct
north of the proposed subdivision was accomplished to remove the potential for
flooding of the ponds from the Mokelume River. The common practice of having
such ponds along river edges in the past has posed problems for many small cities
and sewer districts in the San Joaquin and Stanislaus Counties. The relocation to
a higher level has reduced that potential.
• Current site conditions including compliance with applicable regulations as they
pertain to the presence or absence of:
Asbestos-containing materials (ACM)
Urea formaldehyde foam insulation
Lead paint
Radon gas
Facility storage tanks (above or below ground)
Transformers or other electrical equipment that uses dielectric
fluid
