The <br /> agricultural use types include the commercial, on-site production <br /> of animals and plants, and the storage and processing of raw <br /> agricultural commodities. They also include the incidental sales <br /> of certain specified agricultural products. The agricultural use <br /> types consist of the following described use types: <br /> (a) Agricultural Processing. Processing of foods and <br /> beverages from agricultural commodities. Typical uses <br /> include production of wines, canning of fruits and <br /> vegetables, processing of dairy products, slaughter <br /> houses, and the production of prepared meats from <br /> purchased carcasses. <br /> (b) Agricultural Warehousing. Storage of raw farm <br /> products on a fee or contract basis, including <br /> refrigerated storage. Typical uses include storage of <br /> grains, beans, meats, and cheese. <br /> Section 9-4005. 1(a) of the Planning Title states that <br /> Agricultural Processing use types may be permitted in the AG <br /> zones subject to an approved Use Permit application and that <br /> Agricultural Warehousing use types may be permitted in the AG <br /> zones subject to an approved Site Approval application. <br /> Staff' s determination is that the proposed use is not included in <br /> the Agricultural Processing use type because it does not directly <br /> involve the canning of fruits or vegetables, but rather the <br /> sorting and repackaging of canned fruits and vegetables. The <br /> proposed use is also not an accessory use to the existing use on <br /> the site: a winery. Staff has determined that the proposed use <br /> is not included in the Agricultural Warehousing use type because <br /> it does not involve the storage of raw farm products. <br /> In consideration of the applicant' s tight time constraints, staff <br /> has accepted the application and referred it out for comment. <br /> However, no action will be taken until a determination is made by <br /> the Planning Commission on whether the proposed use is permitted <br /> in the AG zone. The Planning Commission may make one of three <br /> following determinations: 1) the use is not permitted in the AG <br /> zone, 2) the use is an Agricultural Processing use type and may <br /> be permitted subject to an approved Use Permit application, or 3) <br /> the use is an Agricultural Warehousing use type and may be <br /> permitted subject to an approved Site Approval application. <br /> Following the Commission' s determination, staff will take one of <br /> the three following respective actions: 1) return the applicant' s <br /> application material, due to staff being unable to process the <br /> application, 2) schedule the application for a public hearing <br /> before the Planning -Commission, or 3) take an action following <br /> the end of the referral period. <br />
