CA0078069 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> TURNER WINERY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (here- <br /> after Board) finds that: <br /> 1. Turner Winery, formerly known as Lodi Vintners, LTD. , submitted a Report of <br /> Waste Discharge to renew NPDES No. CA007809, dated 25 February 1980. <br /> 2. Turner Winery discharges an average of 0.30 MGD (13.1 1/sec) of waste cooling <br /> water into the Mokelumne River, a water of the United States, at a point in <br /> the N-1/2 of Section 36, T4N, R6E, MDBUM, in the town of Acampo during the months <br /> of August, September, October, and November. <br /> 3. Turner Winery discharges a maximum of 50,000 (2.2 i/sec) gallons per day of <br /> stillage wastes, floor wastewater, and fermentation tank washwater into evapora- <br /> tion/percolation ponds during the same period. <br /> 4. The discharge of Turner Winery is presently governed by Waste Discharge Require- <br /> ments Order No. 74-290 adopted by the Board on 24 May 1974 for Lodi Vintners. <br /> 5. The Board adopted a Water Quality Control Plan for the Sacramento-San Joaquin <br /> Delta Basin on 25 July 1975. The Basin Plan contains water quality objectives <br /> for the Mokelumne River. <br /> 6. The beneficial uses of the Mokelumne River are agricultural supply; recreation; <br /> esthetic enjoyment; and preservation and enhancement of fish, wildlife, and <br /> other aquatic resources. The beneficial uses of local groundwater are domes- <br /> tic and agricultural supply. <br /> 7. Effluent limitations , and toxic and pretreatment standards established pursuant <br /> to Section 301 , 302, 304, and 307 of the Federal Water Pollution Control Act <br /> and amendments thereto are applicable to the discharge. <br /> 8. The action to adopt an NPDES permit is exempt from the provisions of the <br /> California Environmental Quality Act (Public Resources Code Section 2.1000, <br /> et seq. ) in accordance with Section 13389 of the California Water Code. <br /> 9. The Board has notified the discharger and interested agencies and persons of <br /> its intent to prescribe revised waste discharge requirements for the discharge. <br /> and has provided them with an opportunity for a public hearing and an oppor- <br /> tunity to submit their written views and recommendations. <br /> 10. The Board in a public hearing heard and considered all comments pertaining to <br /> the discharge. <br /> Amended FOM/gs 5/30/80 <br />
