On 30 November 2012, Phillips sent a fact sheet to
interested parties. The comment period ended on 1 February 2013 and Central Valley Water
Board staff did not receive any comments. Based on our review of Site data, it appears the Site
may be eligible for no further action. Prior to issuance of a No Further Action Required (NFAR)
letter, the 19 site-related monitoring wells need to be destroyed in accordance with California
water well standards.
By 1 September 2013, Phillips needs to destroy the groundwater monitoring wells and submit
proof of well destruction to Central Valley Water Board staff. All applicable permits and
clearances must be obtained from San Joaquin County prior to beginning field activities, and
must comply with all applicable San Joaquin County and Central Valley Water Board directives.
Additionally, all reports and correspondence are to be submitted for review to the San Joaquin
County Environmental Health Department and the Central Valley Water Board.
If you have any questions regarding this letter, you may contact me at (919) 464-4819 or by
email at kshelton(abwaterboards.ca.gov.
KRISTI SHELTON, P.E.
Water Resources Control Engineer
Aboveground Tanks Cleanup Unit
cc: Mr. Harlin Knoll, San Joaquin County Environmental Health Department, Stockton
Mr. Richard Stiffler, City of Stockton — Department of Municipal Utilities, Stockton
Mr. Jeff Wingfield, Port of Stockton, Stockton
Mr. Mark O'Brien, Port of Stockton/ERSC, Alamo
Mr. Gabe Stivala, ATC, North Highlands
Ms. Renee Robinson, NuStar Energy, Texas
Ms. Carol Campagna, Shell OPUS, Carson
KARL E.
