TIRS <br /> Jul 3, 2002 02 J[�f <br /> Y <br /> Ms. Devra Lewis <br /> Regional Water Quality Control Board- Central Valley Region <br /> 10365 Old Placerville Road, Suite 210 <br /> Sacramento, CA 95827 <br /> Subject: Response to Board Comments Dated June 17, 2002 <br /> Former Tosco Bulk Terminal No. 10013 <br /> 3505 Navy Drive, Stockton, California <br /> Dear Ms. Lewis: <br /> This letter addresses the comments as requested in the June 17, 2002 letter to Tracy Sizemore of <br /> Phillips Petroleum Company from Devra Lewis of the Region Water Quality Control Board— <br /> Central Valley Region that reviewed the following report submitted for the Former Tosco Bulk <br /> Terminal No. 10013 at 3505 Navy Drive in Stockton (site): <br /> • 10 June 2002 Evaluation of Aquifer Pump Test(Report) submitted by URS <br /> Corporation (URS). <br /> Comment 1: The scope of work for the pump tests was presented in the 20 March 2002 Work <br /> Plan for 72-Hour Pump Test(Work Plan), which proposed conducting the constant rate test for <br /> 72 hours. The Report states the constant rate test was performed for only 34 hours based on the <br /> stabilization of the water level in the pumping well. Board staff does not object to deviating <br /> from the proposed scope of work based on field observations, provided that Board staff is <br /> informed of these decisions during the field activities. Furthermore, the Report should provide a <br /> more thorough discussion of the results which lead to the change in the scope of work, as <br /> opposed to relying on a table in Appendix D-3. <br /> Response 1: The Board will be contacted in future work should any deviations in approved <br /> Work Plans be proposed. We will request Board approval for the Work Plan deviations before <br /> deviations are made. The constant-rate test was terminated at 33 hours 50 minutes because water <br /> levels in the observation wells had been relatively stable for at least 4 hours, and the pump test <br /> well appeared relatively stable for at least 3 hours.
