R5-2004-0824 <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> CONOCOPHILLIPS <br /> FORMER BP TERMINAL#10013 <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> Prior to 1989,Mobil Oil Corporation owned and operated the bulk fuel terminal at 3505 Navy Drive on <br /> the northeastern portion of Rough and Ready Island in Stockton(site). BP Oil Company operated the <br /> terminal from 1989 through August 1994,Tosco Refining Company(Tosco) operated from <br /> September 1994 through October 1998, and thereafter, ST Services has operated and stored only diesel <br /> fuel. ConocoPhillips (Discharger)purchased Tosco and assumed responsibility for the site in <br /> September 2001. Facility operations have resulted in petroleum hydrocarbon pollution of soil and <br /> groundwater. This pollution impaired the beneficial uses of this water resource. Groundwater is first <br /> encountered at about 10 feet below ground surface. Four groundwater bearing zones have been <br /> identified at the site,but only the first three zones are monitored. Groundwater flow is generally to the <br /> west-southwest. The Discharger began operation of a groundwater extraction and treatment system in <br /> September 2003 as an interim remedial measure to prevent further migration of pollution and to reduce <br /> pollutant concentrations. <br /> This Monitoring and Reporting Program(MRP) is issued pursuant to Section 13267 of the California <br /> Water Code and is necessary to delineate groundwater pollutant plumes and determine whether <br /> remediation efforts are effective. Existing data and information about the site show the presence of <br /> various chemicals, including total petroleum hydrocarbons (TPH)as gasoline and diesel, benzene, <br /> toluene, ethylbenzene, xylenes, methyl tertiary butyl ether(MTBE), di-isopropyl ether(DIPE), ethyl <br /> tertiary butyl ether (ETBE),tertiary amyl methyl ether(TAME), tertiary butyl alcohol (TBA) <br /> emanating from the property resulting from the Discharger's past operations. The Discharger shall not <br /> implement any changes to this MRP unless and until a revised MRP is issued by the Executive Officer. <br /> This MRP replaces the requirements listed in MRP No. 5-01-814,which was issued on 28 March 2001. <br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to destruction <br /> of any groundwater monitoring or extraction wells, the Discharger shall submit plans and specifications <br /> to the Board for review and approval. Once installed, all new wells shall be added to the monitoring <br /> program and shall be sampled and analyzed according to the schedule below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are 21 monitoring wells. Monitoring wells MW-12 and MW-13 are <br /> scheduled for destruction and are no longer being monitored. The groundwater monitoring programfDr <br /> the 19 monitoring wells and any wells installed subsequent to the issuance of this MRP, shall follow <br /> the schedule in Table 1. Monitoring wells with free phase petroleum product or visible sheen shall b <br /> monitored, at a minimum, for product thickness and depth to water. The volume of extracted <br /> groundwater also shall be provided in quarterly monitoring reports. Sample collection and analysis <br /> shall follow standard EPA protocol. <br />
