1 ' CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION MONITORING AND REPORTING PROGRAM NO. R5-2004-0824 CALIFORNIA WATER CODE SECTION 13267 ' FOR CONOCOPHILLIPS FORMER BP TERMINAL#10013 ' STOCKTON, SAN JOAQUIN COUNTY Prior to 1989,Mobil Oil Corporation owned and operated the bulk fuel terminal at 3505 Navy Drive on ' the northeastern portion of Rough and Ready Island in Stockton (site). BP Oil Company operated the terminal from 1989 through August 1994, Tosco Refining Company(Tosco) operated from September 1994 through October 1998, and thereafter, ST Services has operated and stored only diesel ' fuel. ConocoPhillips (Discharger)purchased Tosco and assumed responsibility for the site in September 2001. Facility operations have resulted in petroleum hydrocarbon pollution of soil and groundwater. This pollution impaired the beneficial uses of this water resource. Groundwater is first encountered at about 10 feet below ground surface. Four groundwater bearing zones have been identified at the site,but only the first three zones are monitored. Groundwater flow is generally to the west-southwest. The Discharger began operation of a groundwater extraction and treatment system in ' September 2003 as an interim remedial measure to prevent further migration of pollution and to reduce pollutant concentrations. This Monitoring and Reporting Program(MRP) is issued pursuant to Section 13267 of the California Water Code and is necessary to delineate groundwater pollutant plumes and determine whether remediation efforts are effective. Existing data and information about the site show the presence of ' various chemicals, including total petroleum hydrocarbons (TPH) as gasoline and diesel, benzene, toluene, ethylbenzene, xylenes,methyl tertiary butyl ether(MTBE), di-isopropyl ether(DIPE),,ethyl tertiary butyl ether (ETBE), tertiary amyl methyl ether(TAME), tertiary butyl alcohol (TBA) ' emanating from the property resulting from the Discharger's past operations. The Discharger shall not implement any changes to this MRP unless and until a revised MRP is issued by the Executive Officer. This MRP replaces the requirements listed in MRP No. 5-01-814,which was issued on 28 March 2001. Prior to construction of any new groundwater monitoring or extraction wells, and prior to destruction ' of any groundwater monitoring or extraction wells, the Discharger shall submit plans and specifications to the Board for review and approval. Once installed, all new wells shall be added to the monitoring program and shall be sampled and analyzed according to the schedule below. ' GROUNDWATER MONITORING As shown on Figure 1, there are 21 monitoring wells. Monitoring wells MW-12 and MW-13 are scheduled for destruction and are no longer being monitored. The groundwater monitoring program for the 19 monitoring wells and any wells installed subsequent to the issuance of this MRP, shall follow the schedule in Table 1. Monitoring wells with free phase petroleum product or visible sheen shall be monitored, at a minimum; for product thickness and depth to water. The volume of extracted groundwater also shall be provided in quarterly monitoring reports. Sample collection and analysis ' shall follow standard EPA protocol.
