IV. BACKGROUND: <br /> On March 2, 1988, Public Health Services signed a "Memorandum of <br /> Understanding" with the Department of Health Services (DHS), now known as <br /> Cal-EPA, Department of Toxic Substances Control (Cal-EPA, DTSC), authorizing <br /> PHS-EHD to perform hazardous waste generator inspections in San Joaquin <br /> County. <br /> In 1989, Mobil Oil Corporation (previously known as General Petroleum) <br /> performed a subsurface hydrocarbon investigation in preparation for property <br /> acquisition by BPO. BPO took control of the premises on May 1, 1989. <br /> Currently the Central Valley Regional Water Quality Control Board (CVRWQCB) <br /> is the lead enforcement authority governing the groundwater investigation. <br /> On October 15, 1990, BPO had a water sample from the load rack "sump" and <br /> one from the tank farm "sump" analyzed by FGL Environmental for hazardous <br /> waste characterization, specifically for ignitability. The results confirmed both <br /> samples to be nonhazardous for ignitability. <br /> On March 10, 1992, the CVRWQCB performed an inspection of BPO to ascertain <br /> the facility's compliance with the Aboveground Petroleum Storage Act. At the <br /> time of this inspection, BPO did not have an NPDES Storm Water permit. <br /> V. GENERAL DESCRIPTION OF FACILITY: <br /> BPO is located in the Port of Stockton at 3505 Navy Dr., Stockton, CA, and has <br /> been at this site since May 1, 1989. The facility serves as a bulk loading <br /> terminal for tanker trucks transporting fuel. The terminal is a 24 hour operation <br /> and currently employs three full time employees. Paul Krebsbach, the terminal <br /> manager, performs site visits approximately every two weeks. <br /> Atlas Bulk Carriers, with the parent company of PDI, leases garage space at the <br /> site and has been there for approximately three months. Atlas services BPO's <br /> trucks in addition to outside work. Atlas manages their own waste with their <br /> own EPA ID #. <br /> VI. HA7.ARDOUS WASTE ACTIVITY DESCRIPTION: <br /> 1. BPO generates most of their hazardous waste from the runoff of the <br /> loading rack. This waste consists of approximately 99% contact water and <br /> 1% "drips and drops" of hydrocarbon residue. The amount of this waste <br /> that is generated is a function of quantity of rainfall. The facility also <br /> "washes" the load racks every couple of months which contributes to this <br /> wastestream. This liquid waste is accumulated in a 10,000 gallon <br /> underground sump. The waste is disposed of by Gibson Oil and Refining, <br /> 475 Seaport Blvd., Redwood City, CA 94604. In 1992, BPO manifested <br /> 99.8 tons of this waste. <br /> 2 <br />
