SE MINIMIZATION PLAN APPENDIX A BP AMERICA WASTE MINIMIZATION PROGRAM GUIDELINES (Issued August 1989 by the CEO of BP America and Heads of the Operating Units) . A fundamental part of a waste minimization program is the definition of waste minimization. Although waste minimization should be considered for all wastes, it is recognized that minimization opportunities are limited for extractive industries such as mining and exploration and production processes and for wastes generated by natural occurrences such as storm water runoff. There is little or no control over the quality of these wastes. The following BP America definition is designed to include _qU activities which result in improved protection of the environment and are economically and technically feasible: Waste minimization means the reduction of all media wastes to the extent economically practicable. waste minimization includes source reduction, recycling, and treatment activities that result in either a reduction in quantity or toxicity of the waste, or both, so long as the reduction is consistent with the goal of minimizing threats to human health and the environment. Source reduction includes process modifications and waste segregation, recycling includes use, reuse or reclamation of residuals either on-site or off-site, treatment is processing which reduces waste quantity or toxicity prior to disposal. BP America's hierarchy for waste minimization, in order of preference and considering economic practicability, is source reduction, recycling, and treatment. All waste and waste minimization residues should be disposed by a method which is protective of human health and the environment. IMPLEMENTATION In order to comply with existing requirements and implement BP America's waste minimization guidelines: * All BP America facilities should be covered by a waste minimization program. Major facilities should develop written waste minimization programs which are facility- specific, and groups of smaller, similar facilities, such as gas-only retail outlets should have one plan specific to the group. The written programs should include: Waste stream inventories Identification of waste minimization opportunities and practices Facility-specific annual waste minimization goals Annual review of waste minimization achievements * BP America businesses will compile data on waste minimization accomplishments to date and report I:UAANUALS\INVmONQ\NNVmON.DOC 1 9-1697 191
