WASTE ANALYS ?LAN/WASTE ANALYSIS PROCE F
WASTE ANALYSIS PLAN
EPA's requirement that facilities have Waste Analysis Plans only
applies to generators which treat hazardous wastes in tanks and
containers prior to disposal. T&D facilities do not treat hazardous
waste, therefore are not required to have Waste Analysis Plans.
However, a standard policy for Waste Analysis Procedures is presented
here as a reference for all T&D facilities to follow:
WASTE ANALYSTS PROCEDURES
1. For Wastes Which Have "How To" Instructions:
Whenever a waste is generated, the "How To" instructions in this
manual for manifesting/disposing of T&D wastestreams should be
reviewed to determine if a procedure for the waste is on file. If
so, the "How To" should be followed exactly. The "How Tols" are
written to be conservative and to eliminate the need for testing.
If for some reason it is not possible to follow the "How To"
instructions completely, call Environmental Services immediately
(Sue Norton, 216/271-8260) . Additional testing may be required.
2 . For Wastes Which Have No "How To" Instructions:
Any waste which has been in contact with petroleum product and
does not have manifesting/disposal instructions defined on a "How
To" procedure in this manual must be sampled and tested with the
toxicity characteristic leaching procedure (TCLP) for:
Arsenic (D004)
Barium (DO05)
Cadmium (D006)
chromium (DO07)
Lead (DO08)
Mercury (DO09)
Selenium (DO10)
Silver (DO11)
Benzene (D018)
A flashpoint test should also be done whenever the physical condition
of the waste allows.
If the waste does not have "How To" instructions and is contaminated
with any other material (for example, an additive) , please call
Environmental Services for assistance in characterizing the waste.
V.IANUAL9T MV"lONQ%ENVIRON.DOC/9-16.93/83
i
