An inspection report, Spill Prevention Control and Countermeasure
(SPCC) Plan checklist, tank inspection summary, and a site plan are enclosed.
Overall , my inspection found the facility clean and well-maintained. However,
the following items need to be addressed:
1. The SPCC plan needs to be organized. It needs a table of contents,
pagination, appendices, attachments, current maps, etc.
2. The amount of wastewater generated, capacity for wastewater storage, and
wastewater disposal method must be clarified.
3. Design specifications used in constructing drainage and wastewater
facilities must be delineated to demonstrate the adequacy of these
facilities.
4. Visual inspection of storm water in the tank farm prior to discharge to
land is inadequate to protect ground water or surface water quality. At
a minimum, the storm water must be tested using U. S. EPA Method 602
prior to discharge. If constituents are present then the storm water
will need be treated to meet water quality objectives and you will need
to obtain an NPDES Storm Water permit prior to discharge. Other
alternatives for handling contaminated storm water include hauling it
offsite for treatment and disposal or discharge to the sewer.
5. Due to the types of products (16 degrees API or lighter) stored at the
facility, a ground water monitoring program is required in accordance
with Section 25270.7(c) of the APSA.
6. Items 13, 15, 26, 29, 32, 33, 34, 37, 50, and 52 of the SPCC checklist.
We request that you submit a report which addresses the above items by
24 April 1992. The report shall include a plan and time schedule for
implementation of the monitoring program.
