Weber Street
Stockton, CA 95201
Well Destruction Work 1
Lipton Facility
1400 WaterlooStockton, CalifQmia
Dear Ms. Meays:
IT Corporation (IT) was retained to abandon six groundwater monitoring wells and one-vapor
observation point located at the Lipton (formerly Van den Bergh Foods Company) facility.
The well abandonment is required to conclude the corrective actions at the leaking
underground storage tank (UST) site (Site Code 22073) located at the facility. Following the
well abandonment, San Joaquin County Public Health Services, Environmental Health
Division (PHSIEHD) will issue a closure letter for the site.
Background
Lipton removed a 1000-gallon gasoline tank, a 550-gallon Stoddard (petroleum) solvent tank,
and a 550-gallon diesel tank from a common excavation on May 26, 1984. Subsequent site
characterization and corrective actions requested by PHSIEHD were performed between 1987
and 1997. These actions culminated in the generation of a Site Closure Report by Lipton that
recommended site closure with no further action for the site. This recommendation was also
made to the Central Valley Regional Water Quality Control Board (CVRWQCB) by
PHSIEHD. The recommendation was concurred with by the CVRWQCB, which issued a
letter- of concurrence to PHS/EHD on August 28, 1997. In a letter dated October 1, 1997,
PHSIEHD notified Lipton that a site closure letter would be issued following well destruction
and proper disposal of the drilling wastes.
IT Corporabon is a wholly owned sobsidimy of International Technology Corporabon
