Item(33) (FIGURE C-4)-SITE SPECIFIC SPCC PLAN —(5) Facility Lighting • Lighting is adequate throughout the tank farm to illuminate the piping connections at each storage tank and pump manifold area to both prevent acts of vandalism and assist in the discovery of product discharge. • Both Main and Ethanol Terminals(2941 & 3015)are all fully fenced in with controlled access gates. (1) FENCES AND GATES • All connections both in service and out of service are secured within the terminal fence line and are controlled by secure automated log-in codes that are secure to each individual. • The driver access system allows drivers to enter the Main Terminal to access the truck loading racks. Driver access is controlled by an Identification and PIN number which are coded into the electronic lock panel at the Main Terminal. The Ethanol Terminal does not involve truck loading.These numbers are issued on site with the facility manager's approval and following terminal manager certification of the driver. • During daylight hours, terminal personnel monitor all persons entering the Main Terminal. Drivers cannot access the Main or Ethanol Terminals or operate the loading racks without their access code. (2)CONTAINER VALVES/DRAINS • Piping and valves assocated with storage tanks are configured such that product may only be discharged through the DOT pipeline system or truck loading racks. • The dispensing of petroleum products at the Facility are controlled by Company personnel. • All tank water draw-off valves are securely locked in the closed position and blinded off to prevent unauthorized access. • These valves will remain locked except when discharging tank bottom water to vacuum trucks for proper disposal. No water draws are drained to ground. Roof drains are controlled with manual open/closed valves which are closed and locked when not being used for drainage. (3)STARTER PUMPS The Company secures all gates and does not allow unauthorized access to the loading rack or marine dock(if applicable).
