ConocoPhillips conducts groundwater monitoring at the Site pursuant to <br /> Monitoring and Reporting Program No. R5-2004-0824. NuStar Energy (NuStar) currently owns <br /> and operates the Site. <br /> Groundwater underlying and downgradient of the Site is impacted with low levels of <br /> contaminants of concern (COCs), including total petroleum hydrocarbons as diesel (TPHd), <br /> tertiary butyl alcohol (TBA), methyl tertiary butyl ether (MTBE), TPH as gasoline (TPHg), and di- <br /> isopropyl ether (DIPE). Monitoring for the third quarter was conducted on 31 August 2009. <br /> TPHd concentrations ranged from 66 to 260 pg/L, and TBA concentrations ranged from 17 pg/L <br /> to 140 pg/L. The highest concentration of MTBE was 17 pg/L. These concentrations are <br /> consistent with historical trends. <br /> ConocoPhillips began implementing a mobile oxygen injection pilot study at the Site in <br /> December 2007. However, ConocoPhillips did not observe substantial increases in dissolved <br /> oxygen (DO) concentrations or reductions in COC concentrations after about six months of <br /> operation. As a result, ConocoPhillips increased the volume of oxygen injections from 150 <br /> (cubic feet) ft3 to 300 ft3 per bi-weekly event in May 2008. ConocoPhillips has continued this <br /> schedule and estimates that about 3,740 pounds of oxygen have been injected at the Site since <br /> the pilot study began. There has been a distinct increase in DO concentrations in the MW-16 <br /> and MW-20 clusters. Between August and September, DO concentrations ranged from 8 to 41 <br /> mg/L, which is higher than previous monitoring events. Central Valley Water Board staff <br /> concurred with ConocoPhillips' recommendation to extend the pilot study to the first quarter of <br /> 2010. <br /> In an 18 November 2008 Workplan for Continuation of Mobile Oxygen Injection and Installation <br /> of Additional Oxygen Injection Points (Work Plan) proposed to (1) utilize existing wells MW-22C <br /> and P6 as additional oxygen injection points, (2) install five onsite injection points (IP-13 through <br /> IP-17), and destroy nine improperly constructed injection points (IP-1 through IP-9).
