Mr Shelby Lathrop - 3 - 8 August 2008
Former Tosco Bulk Terminal No. 1l 3
ti
ConocoPhillips conducts groundwater monitoring at the Site pursuant to Monitoring and
Reporting Program (MRP) No. R5-2004-0824. The 29 July 2008 Second Quarter 2008
Groundwater Monitoring Report describes groundwater activities performed on 21 May 2008,
about one month before the final pilot study readings were collected. The groundwater flow
directions in the A, B, and C zones were to the southwest. The gradients ranged from
0.0015 feet per foot (ft/ft) in the C zone to 0.004 ft/ft in the A and B zones.
During the second quarter, TPHg was non-detect in all of the five wells sampled for this
constituent. The highest concentration of TPHd was in MW-8 at 140 pg/L. MW-21 B contained
the highest concentration of TBA at 62 pg/L, and the highest concentration of MTBE was in
MW-20 at 13 pg/L.
As stated in our 5 June 2008 letter and verified by the Report, we concur that optimization of
the delivery system and additional injection points are warranted, and accept ConocoPhillips'
proposal to meet to discuss the Report's conclusions and recommendations. We will contact
Stantec shortly after mailing this letter to arrange a meeting.
If you have any questions regarding this letter, you may contact me at (916) 464-4811 or
betaylor@waterboards.ca.gw.
BRIAN TAYLOR P.G.
Engineering Geologist
cc: Mr. Sean Coyle, Stantec, Rancho Cordova
Mr. Harlin Knoll, San Joaquin County Environmental Health Department, Stockton
Mr.°Joe Aldridge, NuStar Energy, Texas
Ms. Debbie Callie, Port of Stockton, Stockton
Mr. Mark O'Brien, Port of Stockton/ERSC, Alamo
Mr, Richard Stiffler, City of Stockton — Department of Municipal Utilities, Stockton
Mr. Jeff Kasper, Deputy Port Director, Environmental Planning & Facilities.
