The
Response replies to four comments in Board staff's 17 June 2002 letter. We have no comments
on the QMR or Response.
The Work Plan provides a comprehensive summary of previous investigations, proposes to
advance six cone penetrometer locations for site lithology definition, conduct a soil gas survey
along the former vapor recovery line, and collect soil and grab groundwater samples to define the
lateral and vertical extent of pollution and investigate potential petroleum source areas. In the
event of detections in the soil gas survey along the former vapor recovery line, Phillips will
collect confirmation samples from up to six additional borings. The proposed sampling locations
for this investigation are on and off-site. Phillips also proposes to abandon wells N-1, N-2, W-1,
and W-2, which were installed as temporary monitoring points for the aquifer pump testing
activities.
On 16 July 2002, Board staff contacted Mr. Tracy Sizemore of Phillips to clarify sampling
analytes and techniques for the proposed work. On 17 July 2002, Mr. Sizemore verified via
electronic mail that Phillips will include ethanol in the fuel oxygenate suite, that grab
groundwater samples will come from the same boring as the soil samples, and that soil samples
will replace the proposed soil gas survey.
We concur with the Work Plan as clarified by the 17 July 2002 correspondence. Based on the
time needed to obtain off-site access, by 1 November 2002,please submit an investigation report
California Environmental Protection Agency
ca Recycled Paper
The energy challenge facing California is real.
