Box 2628 17304 Preston Road <br /> Building 13, Suite N 9645 Sante Fe Springs Road Suite 1000 <br /> Renton, WA 98055-4931 Sante Fe Springs, CA 90670 Dallas, TX 75252 <br /> REVIEW OF SUBSURFACE INVESTIGTION REPORT ADDENDUM, FORMER BP <br /> TERMINAL#10013, STOCKTON, SAN JOAQUIN COUNTY <br /> We have reviewed the letter dated 27 April 2001 from Mr. Scott Hooten of BP Oil Company(BP Oil) <br /> and the 4 May 2001 Subsurface Investigation Report Addendum (Addendum) submitted by Cambria <br /> Environmental Technology, Inc. on behalf of BP Oil for the former BP Oil Bulk Terminal No. 10013, at <br /> 3505 Navy Drive in Stockton(site). BP Oil, Tosco Refining Company(Tosco), and ST Services <br /> [collectively Responsible Parties (RPs)] all have operated this terminal. The letter from Mr. Hooten was <br /> in response to the phone conversation on 27 April 2001 between him and Devra Lewis of the Board <br /> staff. The letter states that BP Oil would submit responses to our 28 March 2001 letter,which provided <br /> comments on the 28 December 2000 Third Quarter 2000 Groundwater Monitoring Report(Third <br /> Quarter Report) the 19 January 2001 Subsurface Investigation Report(Investigation Report), and the 24 <br /> January 2001 Fourth Quarter 2000 Groundwater Monitoring Report(Fourth Quarter Report). Our letter <br /> also requests a work plan to delineate lateral and vertical extent of groundwater contamination. <br /> Additionally, Mr. Hooten's letter states, "It is BP's understanding that Tosco will be providing the <br /> workplan and monitoring reports." We have not received any additional information regarding <br /> responsibility for report submittal, nor have the required reports been submitted. As former or current <br /> operators at the site, each of the RPs listed above are jointly responsible for site investigations and report <br /> submittal. <br /> The Addendum responds to the Board staff comment letter dated 28 March 2001 on the Third Quarter <br /> Report;Investigation Report and Fourth Quarter Report. The Addendum provides additional <br /> information not included in the Investigation, Third Quarter and Fourth Quarter Reports and states six of <br /> the 12 monitoring wells "should be evaluated for destruction." <br /> We have the following comments on the Addendum: <br /> 1.
