CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. -01-814 <br /> FOR <br /> BP OIL COMPANY <br /> TOSCO REFINING COMPANY <br /> ST SERVICES <br /> BULK FUEL TERMINAL <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> Prior to 1989,Mobil Oil Corporation owned and operated the bulk fuel terminal at 3505 Navy <br /> Drive on the northeastern portion of Rough and Ready Island in Stockton. BP Oil Company <br /> operated the terminal from 1989 through August 1994 as a gasoline and diesel fuel bulk terminal. <br /> Tosco Refining Company operated the terminal from September 1989 through October 1998. <br /> Thereafter, ST Services has been operating the terminal and has only stored diesel fuel. Facility <br /> operations have resulted in petroleum hydrocarbon pollution of soil and groundwater beneath the <br /> facility. Groundwater is first encountered at about 10 feet below ground surface. Local <br /> groundwater flow is generally to the west-southwest. However, a mound near monitoring well <br /> (MW) 11 causes groundwater from this point to flow in all directions. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is designed to delineate groundwater pollutant plumes and determine <br /> whether remediation efforts are effective. BP Oil Company, Tosco Refining Company, and ST <br /> Services (hereafter Discharger) shall not implement any changes to this MRP unless and until a <br /> revised MRP is issued by the Executive Officer. This MRP replaces the requirements listed in <br /> MRP No. 92-803, which was issued on 17 December 1992. <br /> Prior to construction of any new groundwater monitoring or extraction wells, the Discharger shall <br /> submit plans and specifications to the Board for review and approval. Once installed, all new <br /> wells shall be added to the monitoring program and shall be sampled and analyzed according to <br /> the schedule below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are 13 groundwater MWs, one of which has been decommissioned <br /> (MW-7). All the MWs are screened in the shallow groundwater zone. All wells shall be <br /> monitored for depth to groundwater and the presence of free product on a quarterly basis. The <br /> groundwater monitoring program for the 12 wells and any wells installed subsequent to issuance <br /> of this MRP, shall include the list below. Monitoring wells with free product or visible sheen <br /> shall be monitored for free product thickness and depth to groundwater only. Sample collection <br /> and analysis shall follow standard EPA protocol. <br />
