The revised
RI/FS was submitted in response to a 12 October 2012 comment letter produced by Central Valley
Water Board/Department of Toxic Substances Control (DTSC) staff and a 13 March 2013
discussion of the original Draft RI/FS (dated June 2010) between ERS, Central Valley Water Board
and DTSC staff at the Central Valley Water Board office in Rancho Cordova.
The contents of this letter have been reviewed by Jose Salcedo of DTSC. Any comments from
DTSC have been incorporated into this letter.
The following additional documents were used to review the Revised RI/FS:
• ERS, Draft Site 49 RI/FS, West Complex, Rough and Ready Island, Port of Stockton, June
2010.
• Office of Solid Waste Management and Emergency Response (OSWER), Directive No.
9200.4-17P, Use of Monitored Natural Attenuation at Superfund, RCRA Corrective Action
and Underground Storage Tank Sites, 21 April 1999.
• U.S. Geological Survey, Methodology for Estimating Times of Remediation Associated with
Monitored Natural Attenuation, Report 03-4057, 2003.
• Department of the Air Force, Final Natural Attenuation Report, prepared by CH2MHill, 29
July 2010.
• Air Force Center for Environmental Excellence, Principles and Practices of Enhanced
Anaerobic Bioremediation of Chlorinated Solvents, August 2004
The Revised RI/FS includes Mann-Kendall trend analysis of various wells at Site 49 and adjacent
sites. The trend analyses were used to estimate the time required to reach remedial goals for total
cis-1,2- dichloroethylene (total cis-1,2- DCE) and vinyl chloride (VC) present in groundwater at Site
49. ERS has identified Maximum Contaminant Levels (MCLs) as the remedial goal for the total cis-
1,2- DCE and VC in groundwater at Site 49.
KARL E. LONGLEV SCD, P.E., CHAIR I PAMELA C.
