John Yoakum [EH]
From: Jim Kundert <jim.kundert@cardno.com>
Sent: Tuesday, September 10, 2013 5:32 PM
To: John Yoakum [EH]
Subject: RE: Extension request for well destruction at FORMER TOSCO BULK TERMINAL#10013,
3505 NAVY DRIVE, STOCKTON, SAN JOAQUIN COUNTY
I talked to Property Management at the Port. They seemed amenable to working up a quick access agreement for us
specifically if they can't find the old Tosco/Conoco/Philips66 agreement(s). I'll probably hear back from them or
Environmental tomorrow. The wells having been in place since as far back as 1989 seemed to shock them. They were
also worried about us tearing up that parking lot, but seemed less worried when I told them most of those wells were
clustered in the space of a couple parking spaces. The lack of documentation on their part seems to worry them less
since that was Navy land until recently, and getting old paperwork out of the Navy is never easy. They should have a
FOST report for the whole island, but if the last military base FOST I read was normal,"34 monitoring wells around a bulk
plant" is going to get lost in the sheer bulk and BS.
Jim Kundert
STAFF GEOLOGIST
CARDNO ATC
Phone(+1)209-579-2221 Fax(+1)209-579-2225 Mobile(+1)209-996-2767
Address 1117 Lone Palm Avenue,Suite 201, Modesto,CA 95350
Email Web www.cardnoatc.com-www.cardno.com
From: John Yoakum [EH] [mailto:JYoakum@sjcehd.com]
Sent: Tuesday, September 10, 2013 4:23 PM
To: kundert54@atc-enviro.com
Subject: RE: Extension request for well destruction at FORMER TOSCO BULK TERMINAL #10013, 3505 NAVY DRIVE,
STOCKTON, SAN JOAQUIN COUNTY
Jim,
Phillips may be willing to write something saying that they do have the ability to access the property.
That would get us both off the hook, and put it on Phillips.
Johnny Yoakum
Senior REHS
San Joaquin County
Environmental Health Department
From: Jim Kundert [mailto:Lm.kundert(a)cardno.com]
Sent: Tuesday, September 10, 2013 4:18 PM
To: John Yoakum [EH]
Subject: RE: Extension request for well destruction at FORMER TOSCO BULK TERMINAL #10013, 3505 NAVY DRIVE,
STOCKTON, SAN JOAQUIN COUNTY
An access agreement may be tricky to show directly,as Philips66 normally handles access agreements themselves and
include contractors under that umbrella.
