In February 2004, you notified Regional Board staff that ST Services was no <br /> longer part of the Stockton Terminals Technical Committee (STTC),which is composed of ARCO <br /> Products Company, Tesoro Petroleum Company, and Time Oil Company. These oil companies <br /> operate bulk fuel terminals at the Port of Stockton. Therefore, a new monitoring and reporting program <br /> (MRP) is needed for ST Services. The Letter lists ST Services' requested changes to the draft MRP, <br /> which we mailed to you on 19 March 2004, as discussed during our 2 April 2004 site walk and meeting <br /> with Ms. Amanda Spencer of HC. We concur with the proposed changes in the Letter. <br /> Enclosed is MRP No. R5-2004-0822, which should be implemented at the site during the second <br /> quarter of 2004.
