CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. R5-2003-0165 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> SUPPORT TERMINALS OPERATING PARTNERSHIP, LP <br /> STOCKTON TERMINAL <br /> ENHANCED BIOREMEDIATION PILOT STUDY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region (hereafter <br /> Regional Board), finds that: <br /> 1. The Support Terminals Operating Partnership,LP (hereafter Discharger) submitted a <br /> Report of Waste Discharge on 9 July 2003 and supplemental information on <br /> 29 July 2003 for an enhanced bioremediation pilot study. The Discharger owns the <br /> bulk fuel terminal at 2941 Navy Drive in Stockton, Assessor's Parcel Number <br /> 145-030-09 (hereafter referred to as Site), at township 1N, range 6E, section 8, Mount <br /> Diablo Base and Meridian. The general location of the facility is shown on Attachment <br /> A, which is attached hereto and made part of this Order by reference. <br /> 2. The Discharger, along with three other bulk fuel terminal companies on the same <br /> parcel, formed the Stockton Terminals Technical Committee (STTC) to address <br /> groundwater pollution across the entire parcel. Site groundwater monitoring is <br /> performed by the STTC as required by Monitoring and Reporting Program (MRP) <br /> No. 5-01-819. Currently, the Discharger's terminal has one on-site monitoring well and <br /> seven STTC off-site monitoring wells. Groundwater contains total petroleum <br /> hydrocarbons (TPH) as gasoline up to 150,000 micrograms per liter(µg/1), TPH as <br /> diesel up to 9,400 µg/1, benzene up to 45,000 µg/1, toluene up to 55,000 µg/1, <br /> ethylbenzene up to 23,000 µg/1, xylenes up to 130,000 µg/1, and methyl tertiary butyl <br /> ether up to 280,000 µg/1. <br /> 3. In April 2002, the Discharger reported two separate releases of gasoline from <br /> aboveground storage tanks (AST) 3301 and 3302. In June 2002, about 1,000 gallons of <br /> diesel were released from AST 1503. Investigations in August 2002 and March 2003 <br /> delineated the extent of petroleum pollution from these releases. <br /> 4. There are four identified groundwater bearing zones. Most of the mass of petroleum <br /> hydrocarbon pollution is in the A water bearing zone, which is from about 5 to 20 feet <br /> below ground surface. <br /> 5. The Discharger proposes to install two extraction wells, three injection wells, and six <br /> monitoring wells. The Discharger also proposes to install and operate an enzyme-catalyzed <br /> dissolved oxygen in situ treatment system for six months as a pilot study. Groundwater <br /> monitoring of amendments, breakdown products, and byproducts will continue until <br /> concentrations return to baseline levels, which will conclude the pilot study. <br />
