PERMIT/ y <br /> 2330 North Loop 1604 West <br /> San Antonio, TX 78278 <br /> GROUNDWATER MONITORING REPORT, NUSTAR TERMINALS OPERATING <br /> PARTNERSHIP L.P., STOCKTON TERMINAL, STOCKTON, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water <br /> Board) staff reviewed the 1 May 2014 Groundwater Monitoring Report First Semi-Annual Report <br /> 2014 (Report) prepared by APEX Companies LLC on behalf of NuStar Terminals Operating <br /> Partnership, L.P. (NuStar) Stockton Terminal at 2941 Navy Drive in Stockton (Site). The Site is <br /> part of a triangular plot of land in the terminal lease area of the Port of Stockton. The Site is one <br /> of four active fuel distribution terminals in the area and has been used for fuel distribution since <br /> the 1940s. <br /> In February 2014, NuStar collected groundwater samples from Site monitoring wells in <br /> accordance with Monitoring and Reporting Program No. R5-2013-0805. Depth to groundwater <br /> ranged from about 5 to 11 feet below ground surface (bgs) and flow varied from southeast to <br /> northeast in the four groundwater zones. The maximum concentrations of total petroleum <br /> hydrocarbon as gasoline (TPHg), TPH as diesel (TPHd), benzene, and methyl tert butyl ether <br /> (MTBE) were 60,000 micrograms per liter (pg/L), 27,000 pg/L, 9,600 pg/L, and 170,000 pg/L, <br /> respectively. These concentrations are within or east of the tank farm. <br /> Our comments are: <br /> 1. Although NuStar conducts groundwater sampling events on a similar timeframe as the <br /> adjacent fuel terminals, it does not include these data on the isoconcentration figures. <br /> NuStar needs to coordinate future sampling events with STTC and KMEP and include <br /> the data on the isoconcentration contours. NuStar continues to conclude that the <br /> petroleum hydrocarbon plume is defined; however, in the monitoring reports it is difficult <br /> to differentiate the extent of the northern portion of the NuStar plume(s) from the KMEP <br /> plume(s) or the southern portion of the STTC plume(s). The next semiannual report is <br /> due 1 November and should include data for all Port of Stockton Sites, including the <br /> lateral delineation of each petroleum hydrocarbon plume. <br /> KARL E.
