A copy of the request is attached hereto as <br /> 19 Exhibit "l". <br /> 20 4. RICHARD W. EICHENBERGER, the District Attorney of the <br /> 21 County of San Joaquin, is authorized, pursuant to §42403 of the <br /> 22 Health and Safety Code, to commence a civil action to recover <br /> 23 civil penalties for violations of the California Air Pollution <br /> 24 Control Laws or the rules and regulations adopted pursuant <br /> 25 thereto. <br /> 26 5 .
