R5-2093-0805, <br /> NUSTAR TERMINALS OPERATING PARTNERSHIP L.P., STOCKTON TERMINAL, <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> NuStar Terminals Operating Partnership, L.P. (NuStar) monitors groundwater at its Stockton <br /> Terminal at 2941 Navy Drive in Stockton (Site). Groundwater is impacted with total petroleum <br /> hydrocarbons as gasoline (TPHg), TPH as diesel (TPHd), benzene, toluene, ethylbenzene, and <br /> xylenes (collectively BTEX), methyl tert butyl ether (MTBE), and tertiary butyl alcohol (TBA). <br /> On 23 January 2013, California Regional Water Quality Control Board, Central Valley Region <br /> (Central Valley Water Board) staff sent NuStar a revised draft Monitoring and Reporting Program <br /> (MRP) requesting comments. NuStar submitted comments on 22 March 2013 and generally <br /> concurred with the draft requirements, but did have the following comments. <br /> 1. NuStar proposed removing several fuel oxygenates from sampling for monitoring well <br /> PS/MW-14. Central Valley Water Board staff concurs that these fuel oxygenates have <br /> not been detected in this well. The Final MRP reflects this revision. <br /> 2. NuStar requested removing monitoring well UP/MW-1 from the MRP. This well has <br /> been missing since the second quarter 2009 and is presumed destroyed. The Final <br /> MRP does not include this monitoring well. <br /> 3. NuStar requests that the annual report be submitted concurrently with the second <br /> semiannual report. Central Valley Water Board staff concurs and the MRP states that <br /> the annual report may be submitted with the second semi-annual report. <br /> 4. NuStar requested that TPHd samples be analyzed using a silica gel cleanup. Central <br /> Valley Water Board do not allow the use of silica gel cleanup before analysis. Silica gel <br /> cleanup is a tool that is used to separate polar organics from normally non-polar <br /> petroleum hydrocarbons in water samples. Polar organics may be early breakdown <br /> products of petroleum hydrocarbons and should not be ignored. NuStar needs to <br /> analyze TPHd groundwater samples without silica gel cleanup as stated in the final <br /> MRP.
