(Ash Creek) on behalf of NuStar Terminals Operating
Partnership L.P. (NuStar) for the NuStar Terminals Stockton Facility located at 2941 Navy
Drive in Stockton (Site). Groundwater monitoring at the Site is conducted pursuant to
Monitoring and Reporting Program No. R5-2007-0818 (MRP).
The Work Plan proposes abandoning monitoring wells PS/WC-2S and PS/WC-2M to
accommodate the proposed railroad spur at the Site. NuStar proposes to reinstall the wells
about 50 feet east of their current location.
Central Valley Water Board staff concur with the proper destruction and reinstallation of
monitoring wells PS/WC-2S and PS/WC-2M. NuStar needs to collect a minimum of three soil
samples during installation of each well, and one of those samples should be from the
capillary fringe. By 5 August 2011, NuStar needs to properly abandon the two monitoring
wells, reinstall the new wells, collect and analyze soil and groundwater samples, and submit a
report of findings.
