Site Code: 1782
1401 Fremont St W
Stockton CA 95203 -
San Joaquin County Environmental Health Department(EHD) has reviewed Site Conceptual Model
Dort dated December 17, 2003 prepared by Geological Technics,Inc (GTI). The report included a
summary of the investigative works conducted at this site, and calculation of the contaminant mass
remaining in the soil at 74.9 gallons of total petroleum hydrocarbons as gasoline (fPH-g) and 0.078
gallons of methyl tert butyl ether (MTBE), and the-dissolved mass in groundwater at 0.1 gallons of
TPH-g and 0.011 gallons of MTBE. MTBE has been consistently detected in groundwater samples
of the furthest north and northeast monitoring wells (NIW-8,NAV-6 and MW9) during the last 5
sampling quarters. No domestic, irrigation,or municipal wells have been identified within a 2,000-
foot radius of the site according to Receptor Survey dated October 15,2002 prepared by GTI. GTI
recommended the site be considered for closure.
As a result of a telephone conversation with Regional Water Quality Control Board(RWQCB) on
March 3,2004,EHD has agreed that GTI's request for closure is denied at this time. The lateral
extent of the MTBE contamination in groundwater must be defined before closure of the site can be
considered. Submit a work plan that will define the extent of the groundwater contamination to
EHD by April 30,2004.
As a part of your rationale for site closure after the extent of the groundwater contamination has
been fully defined, you should include a recalculation of the dissolved contaminant mass, and a fate
and transport model of the groundwater contamination plume. EHD does not endorse any one
commercial model or spreadsheet. For reference purpose, the RWQCB website has included models
for contaminant transport in groundwater.
http://www.swrcb.ca.gov/rwgcb4/hwnl/programs/ust/underground.html
Donna Heran,REHS,Director
Environmental Health Department
Jeffrey Wong,Senior REHS Margaret agorio,REHS
LOP/Site Mitigation Unit Supervisor
Cc: CRWQCB,Central Valley Region—James L.L.
