Site Code: 1782
1401 Fremont St W
Stockton CA 95203
San Joaquin County Public Health Services, Environmental Health Division
(PHS/EHD) has received the letter dated March 27, 2000 from your consultant Wm.J.
Hunter & Associates. In the letter, Mr. Hunter requested further clarification of
PHS/EHD requirements of additional investigation of the contamination plume at the
site directed by PHS/EHD in a letter dated February 17, 2000. Mr. Hunter further
stated in the letter that due to the configuration of the buildings at the site, placement
of wells within the building is not a viable option. Finally, Mr. Hunter requested
PHS/EHD to indicate on a site plan map (included in the letter) the locations of the
required wells and/or soil borings.
PHS/EHD does not engage in the design of work plans or impose specific technologies
to investigate or remediate underground storage tank contamination. PHS/EHD
reviews, approves, rejects, or recommends modifications or conditions to work plans
that are submitted. It is your responsibility to have your consultant submit proposals
to investigate the contamination at the site and meet PHS/EHD directives.
In the letter dated February 17, 2000, PHS/EHD directed you to submit a work plan
to define the lateral extent of the contamination in both soil and groundwater and
conduct a 2,000 foot radius well survey by May 1, 2000. PHS/EHD did not direct
placing wells within the building.
Since there appears to be some confusion to PHS/EHD directives as stated by Mr.
Hunter in his letter. We have scheduled a meeting at this office, 304 East Weber, Yd
Floor, Stockton, on April 10, 2000 at 9 a.m. If you cannot meet on this date, please
call so the meeting can be rescheduled. The deadline to submit a workplan is still May
1, 2000.
A Division of San Joaquin County Health Care Services
