SECOR proposes to destroy the three onsite monitoring wells MW- <br /> 2, MW-3, and MW-4, by pressure grouting "from total depth to approximately ground <br /> surface using neat cement. After pressure grouting the upper five feet of the well casing will <br /> be over-drilled. The drilling contractor will remove each traffic box and the former well will <br /> be capped with appropriate material to match existing grade," <br /> By letter dated June 8, 2006, EHD informed you that monitoring wells in areas of <br /> contamination may only be destroyed by removing all of the well contents by drilling out the <br /> original borehole and filling it with grout. EHD reviewed the analytical results for <br /> groundwater samples collected during the quarterly groundwater monitoring events from <br /> September 2002 through November 2005. Only groundwater samples from MW-3 <br /> demonstrate no detections for chemicals of concern; therefore, only MW-3 may be destroyed <br /> by pressure grouting. The remaining two wells must be destroyed by removing all of the <br /> well contents by over drilling the borehole to total depth, then backfilling the borehole to <br /> three feet below surface grade with neat cement using a tremic pipe system. Groundwater <br /> expelled from the well during the grouting process must be contained, characterized, and <br /> disposed of properly. Please refer to San Joaquin County Well Standards Section 13.17 <br /> concerning monitoring well destruction requirements. <br /> Also by letter dated June 8, 2006, EHD requested that you provide certification in writing <br /> that all record fee title owners have been notified of your request for closure. EHD provided <br /> you with a form and requested that you submit a list of all record fee title owners and their <br /> mailing addresses so EHD could send notification to each title owner of the pending closure <br /> letter. To date, EHD has not received the requested information. Failure to submit this <br /> information may delay the closure process. <br /> SEP 19 2006 <br /> 6 Y:-------------------., <br />
