COMPANY
P O BOX 6549
MORAGA CA 94570
RE: ARCO AM PM #5450
1617 Fremont Street
Stockton, CA
F. San Joaquin County Environmental Health Department(EHD)has reviewed our file and
"Quarterly Groundwater Monitoring Report Second and Third Quarter 2004" prepared by URS
€ Corporation for the above referenced:site.
In January 2004, EHD and URS representatives, discussed preparation of a closure/no further
action required report. Minimal soil contamination has been documented at the site and
contaminant levels of MTBE in the groundwater`at the site have decreased to below the
maximum contaminant levels for public drinking water.
In a letter dated April 18, 2002, EHD requested that a well and conduit survey be conducted to
identify potential receptors within 2000 feet of the site. In a "Site Investigation Report" dated
October 4, 22, prepared by URS Corporation:it is stated that no wells were observed on the
00
ARCO or adjacent properties. This survey is insufficient. Contact the Department of Water
Resources and California Water Service to identify wells within 2000 feet of the site. It appears
California Water Service may have wells across`Interstate 5 that are within 2000 feet of this site.
If ARCO can demonstrate that this site does not require further action according to the Central
Valley Regional Water Quality Control Board (CVRWQCB)Tri-Regional Board Staff
Recommendations document, then a closure/n6 further action required report should be prepared
t and submitted to EHD and the CVRWQCB for evaluation.
If you have any questions contact me at(209)468-3449 or Vicki McCartney at (209)468-3456.
Donna Heran, REHS, Director
Environmental Health Department
!
