Box 388 <br /> Stockton, CA 95201-0388 <br /> Re- ARCO facilities #5450 and #5569, Stockton, CA <br /> Dear Ms. Hinson: <br /> Earlier today we discussed ARCO's planned activities to replace the single wall <br /> product lines and fibertrench containment system with double wall fiberglass <br /> product lines at the above referenced ARCO facilities. ARCO facility#5450 is <br /> located.:at 161 ,West Fremorot�Street in Stockton. ARCO facility#5569 is located" <br /> at-3548East Hammer Lane in Stocktdh. Although ARCO does not expect to find <br /> the soil beneath the fib ertrench to be impacted by hydrocarbons, it is prudent to <br /> have an agreed upon workplan if soil contamination is discovered. <br /> ARCO's environmental consultant for facility #5450 will be Brown & Caldwell. <br /> and for facility#5569 it will be Emcon Associates. The environmental consultant <br /> at the site will take soil samples at the base of the piping trench after it has been <br /> excavated to the appropriate depth to install the double wall fiberglass product <br /> lines. These soil samples will be sampled every 20 feet and analyzed for TPI-Ig <br /> and BETX in accordance with the RWQCB's Tri-Regional guidelines. Since <br /> these facilities have been constructed and operational after leaded gasoline <br /> sales were discontinued in California, lead will not be analyzed. If no <br /> contamination is found, the line replacement will proceed as planned. <br /> However, if minor contamination is discovered, small scale overexcavation will <br /> be attempted at the locations of the impacted soil. The decision to <br /> overexcavated will be determined in discussion with staff members of your <br /> department. Small scale overexcavation is not expected to exceed 100 cubic <br /> yards. This quantity of soil represents the excavation of 180 linear feet of 4 foot <br /> wide trench which has been overexcavated by 4 feet. Soil samples will again be <br /> obtained at the base of the overexcavation and analyzed. Overexcavated soil, <br /> along with the previously excavated soil will be analyzed for subsequent <br /> disposal at a Class 3 landfill or more secure landfill. <br /> i <br />
